Vision

Salam University is determined to be one of the pioneering universities at the national level as a special core of higher education in the field of providing educational services, doing research on scientific facts and training professional academic cadres.

 

Mission

To educate innovative and qualified cadres in the community through teaching, researching and providing effective educational services in order to meet social, religious and economic needs of the country; to create a transformative educational experience for students focused on deep disciplinary knowledge, problem solving and leadership.

 

University Goals

Salam University is primarily established to achieve the following goals:

·       To nurture new generation with academic excellence, professional expertise and Islamic values.

·       To bring up qualified intellectuals, instructors and experts in different fields of knowledge and create an active learning atmosphere.

·       To promote the academic and research activities through modern scientific methods.

·       To impart international knowledge experiences, technological innovations and teaching standards to the students.

·       To unearth hidden talents of the students and enrich their skills theoretically as well as practically.

·       To serve the nation of our beloved country in promoting knowledge, culture and patriotism.

 

Strategic Plan of Salam University

Stages of Strategic Plan of Salam University:

Preparing and arranging a strategic plan is one of the fundamental and significant tasks of an institution that requires precision and relatively longer time, and if it is not arranged accurately, it will not have positive consequences. Therefore, when it was decided that Salam University should prepare its strategic plan in a standard way, and send it to the Department of Planning and Policy of Ministry of Higher Education of the Islamic Republic of Afghanistan for approval, the University Administration made decision to make the strategic plan and gradually carried out the following activities:

Stage 1: Forming a Committee to Outline a Strategic Plan

First of all, the University Academic Council created a committee for drafting a new strategic plan. Members of the committee consist of the following professors:

Activities Carried Out at This Stage:

1-       Holding meetings of the Senior Administrative Council to propose members for the Strategic Planning Committee.

2-      Holding a meeting of the University Academic Council to determine and finalize Strategic Planning Committee.

Stage 2: Analysis and Recognition of the Situation:

One of the basic requirements of the strategic plan is to determine and analyze the current situation of the university which includes the following aspects:

1- Recognizing the external environmental factors that affect the university (determining opportunities and challenges). These factors should be determined in any strategic priority.

2- Recognizing the internal factors that affect the university (strengths and weaknesses). These factors should be identified in any strategic priority.

3- Experiencing and analyzing strengths and weaknesses, opportunities and challenges (SWOT Analysis).

4- Determining the appropriate strategies for each strategic goal and prioritizing different strategies (in case of conflict) by using different matrixes.

At this stage, the points of strengths, weaknesses, opportunities and challenges in all areas were discussed and analyzed separately. For instance, strengths and weaknesses, opportunities and challenges in the field of infrastructure, creating and developing academic fields, improving the quality of education and so on.

Activities Carried Out at This Stage:

At this stage, the Strategic Planning Committee conducted comprehensive activities which are as followings:

1. Gathering the points of view of administrative staff, professors, students and all sides that contribute to and benefit from the university programs. This activity was administered through the distribution of questionnaires, and various relevant workshops.

2. Holding several meetings of the Strategic Planning Committee to analyze the collected opinions.

3. Determining different strategies and determining the strategic position of the university.

4. Scoring all the items included in the strategic plan in order to prioritize them.

Stage 3: Developing a Strategy

In the third stage, in the perspective of clear views, values and goals determined before, the University had to determine the strategic situation of the university by analyzing the environmental factors (internal and external), and Possible strategies and areas required for planning. As a result of many discussions and in the perspective of the strategic plan of  Ministry of Higher Education considering the strategic position of the university and the needs of the current stage, the following results have been obtained:

1- Determining strategic priorities for the strategic plan (eight areas of strategic plan have been identified as strategic priorities).

  2- Determining detailed goals and initiatives for the next five years.

 3- Identifying employment indicators.

 4- Setting comprehensive activities for achieving the five-year goals.  

 The major activities that took place at this stage:

 1- Holding several meetings of the Planning Committee.

 2- Conducting workshops to finalize the opportunities for strategic planning (determining strategic priorities).

 3- Finalizing the areas of strategic plan in the Strategic Planning Committee.

  4- Finalizing the activities for achieving the goals of the strategic plan in the strategic planning committee. 

Stage 4: Implementing the Strategy

   1- For achieving the goals of the strategic plan, the annual plan of the University has been prepared.

  2- All stages of the implementation of the annual plan have been determined for achieving the goals of the strategic plan considering the time, budget, human resources, etc.

Activities Carried Out at This Stage:

Due to this stage, the Committee of Strategic Plan held several meetings to formulate the annual plan in details according to the framework of the Strategic Plan and to take important measures for the implementation of the Strategic Plan.

Stage 5: Control and Evaluation of the Strategic Plan

At this stage, the Strategic Planning Committee had to administer two basic things:

  1- Establishing the control system, evaluating the annual plan and matching it with the strategic plan (through taking report, and analyzing it). )

  2- Establishing a specific system for controlling the quality of implemented activities.

 These actions should be carried out by the planning committee in the meetings in accordance with specific timetable. Through the Department of Human Resources, the committee should obtain quarterly reports of the faculties and other administrations of the University and analyze them. In addition, it should ensure that the activities are standard, and ensure that the activities conform to the objectives of the strategic plan.

 

Strategic Goals of the Five-Year Plan

Goal 1: To possess its own buildings that will meet the current needs of the University and at the same time meet its needs for the next several years.

Goal 2: To develop and standardize the faculties and scientific programs which will meet the needs of community, especially the faculties and programs that will accomplish the technological and industrial needs of the society.

Goal 3: To standardize and boost the quality of education and training of students in order to be distinguished in their fields, have leadership characteristics and be actively involved in the development of their society.

Goal 4: To enhance the capabilities of research, scientific studies and innovations in this field to meet national and international needs.

Goal 5: To improve the quality of services, necessary facilities for students, standardization of administrative activities and strengthening financial management besides the process of quality promotion and comprehensive standardization of Salam University.

Goals 6: To contribute to the development of society shoulder to shoulder with all its departments and staff in addition to comprehensive standardization and quality improvement. In this way, it will fulfill its responsibility.

Goal 7: To make optimal use of information technology and electronic devices in teaching and creating relationship among students, professors and administrations in addition to the quality improvement and comprehensive standardization in all aspects of its activities.

Goal 8: To establish relations with domestic and foreign universities and consider these ties necessary and one of its strategic goals.
